In 2003 Melissa Schneider, a veteran Marine Corps Officer, parlayed her leadership and project management skills to form Athena Remodelers as a residential renovations contractor whose portfolio consisted of basements build-outs, additions, and kitchen renovations. After successfully completing over 400 projects of various complexities Ms. Schneider was determined to expand Athena far beyond the inherent limitations of residential construction. And, as Marines often do, they turn to each other to ensure success. So, in 2008, Amber Peebles, a highly regarded Marine Corps veteran with significant business, sales and project management experience joined Athena as its President. Together, Ms. Schneider and Ms. Peebles, in the span of five short years transformed Athena from a regional residential construction company into Athena Construction Group, the Nation’s premier Service Disabled Veteran, Woman Owned, HUB Zone Construction Company.
From bathroom renovations to active involvement in some of the largest and most prestigious public works projects in the United States, Athena Construction Group’s portfolio includes National Geospatial Agency, Ft. Belvoir Community Hospital, Walter Reed NMH, MILDEP and the National Museum of the Marine Corps to name a few.

Amber B. Peebles
Amber Peebles is the President of Athena Construction Group, a leading Service Disabled Veteran, Woman Owned, HUBZone construction company. Her job responsibilities include managing all company affairs and operations and creating and implementing company and division growth plans.
Prior to joining Athena, Amber was the Office Administrator for the law firm of Blank Rome where she was responsible for human resources, security, facilities management, capital improvement projects and day to day operations of a 200 person office.
A United States Marine Corps veteran, Amber is a graduate of Park University with a B.S. in Human Resource Management. Amber also holds a Masters certification in Paralegal Studies from The George Washington University and Project Management certification from Villanova University.
Amber served four terms as Chair of the Construction and Utilities Business Council for the Prince William Chamber of Commerce. Her other leadership positions include an appointment to the Department of Veterans Affairs Education Advisory Commission, Chair Emeritus of the Marine Executive Association, and National Partner with WIPP – Women Impacting Public Policy. She is a graduate of the 2010 FBI Citizens Academy.
Amber is a regular practitioner of Bikram Yoga. She is currently studying for her Private Pilot’s license and is a Senior Member of the Civil Air Patrol.
A frequent guest speaker, lecturer and panelist on small business and veterans issues, Amber combines her advocacy skills and military and business experience to provide keen insight and inspirational perspectives on current issues and topics affecting small business.
Melissa Schneider is the Vice President of Athena Construction Group and is responsible for overseeing all project management, estimating, finance and technical operations. Prior to founding Athena, Melissa was the Wide Area Network Operations Manager for Booz Allen where she was responsible for the design, implementation, and day to day operations for the firms frame-relay wide area network connecting over 100+ offices world -wide. Prior to that, Melissa worked as an engineer and consultant on both federal and private sector projects for firms such as Lockheed Martin, SAIC, Sprint, Lucent, and Predictive Technologies.
Melissa served in the United States Marine Corps as a Communications Officer responsible for both ground to ground and air to ground HF, VHF and UHF networks,. Her command experience includes billets as a Platoon Commander at Parris Island, an assistant Operations Officer with 3rd FSSG and other command billets with the 1st Marine Air Wing and Officer Candidate School.
A graduate of Duke University with a B.A. in Geology, Melissa also holds an M.S. in Telecommunications and Computers from The George Washington University School of Engineering and Applied Science and was a Cisco Certified Internetwork Expert (CCIE). An accomplished and respected leader, Melissa’s awards include the Navy Achievement Medal with star and was peer selected to receive the Lockheed Martin Wingspread Award.
Melissa is an experienced tri-athlete and enjoys driving high- performance vehicles. She volunteers her time as a math tutor for under-privileged children.
William (Bill) Smith is the Director of Operations for Athena Construction Group. He is responsible for the overall management of the field operations and field staff. His duties also include interaction with owner’s reps, General contractor’s representatives and sub- contractors. He has over 35 years’ experience in the construction industry to include duties as a carpenter, Superintendent and Director of Pre-construction. Experienced in both commercial and civil projects Bill has managed projects in excess of 40 million as the sole site manager as well as joint managed a project over 300 million. His portfolio of work experience includes large office buildings, hotels, light industrial buildings, fire stations, bridges, airport runway work, highways, a dam, site development, underground utilities and retaining walls. Having started his construction career “at the ground level” Bill has unsurpassed understanding and knowledge of the entire construction cycle.
Bill holds an associate’s degree in Architectural Engineering Technology from Penn State. He proudly served his country as a Radarman in Vietnam aboard the USS Joseph Strauss DDG 16 (Guided Missile Destroyer) and USS Keppler DD 765 a WW II era tin can and the oldest active destroyer in the US Fleet.
Bill is married and has two married daughters. He also has two grandsons which take up a lot of his spare time and is an avid sea kayaker. He also enjoys white water canoeing and held an ACA (American Canoe Association) White water canoe instructor certificate. He has paddled several back country rivers in Canada and Northern Michigan with the average trip ofabout one week. Bill also enjoys camping, photography and getting lost in the woods. In his spare time Bill is a master home beer brewer.
Karen Papa is the Office Administrator for Athena Construction Group and has been with Athena for six years. Karen has 11 years of experience in the construction industry and has parlayed her construction knowledge and administrative expertise to seamlessly coordinate office and contract administration functions. Prior to her career in construction Karen worked for Bond & Pecaro where she held the position of Analyst and was responsible for numerous fair market valuations and intangible asset valuations of radio and television stations, cable television systems, cellular telephone systems, newspapers and various other media and technology companies. She also worked as a Junior Analyst with Cambridge Associates where she provided investment performance monitoring and evaluation.
Karen has a Bachelor of Arts degree in Economics with a minor in Public Administration from the State University of New York, Geneseo, and is a Notary Public.
Karen spends her spare time enjoying her 7 year old son and his activities. She volunteers at her son’s school through PTA sponsored clubs and activities.
Holly is Athena’s Sr. Project Manager and is currently responsible for managing numerous interior trades at the Richard H. Poff Federal Building Modernization project. With over 13 years of Project Engineering/Management experience in Healthcare, Upper Education, Renewable Energy and Federal work Holly’s resume is impressive for the variety, breadth and technical scope of her projects including the following:
Life Science Initiative at the University of Michigan. The development also included a multi- level post tensioned parking structure, a new Commons building for classrooms and vending, an undergraduate science building and a pedestrian bridge across a major avenue on campus.
Lynchburg General Hospital Bed Tower in Lynchburg, VA – This 308 bed addition to the existing hospital included a 5 story structure with all private rooms to house surgery patients, orthopedic patients and a special oncology floor with a healing solarium for cancer patients. The main level featured a new hospital cafeteria, gift shop and conference rooms. Along with the Bed Tower addition, the hospitals infrastructure was upgraded with a new physical plant for additional emergency generators, cooling units and boilers.
Renewable Energy – Cogentrix Solar Energy Plant in Alamosa, CO – This 30 Mega Watt project was the largest in the world using Highly Concentrated Photovoltaic (HCPV) technology. The project consisted of 504 dual axis solar trackers mounted on 20’ high pedestals that tracked the suns movement to collect solar energy. The project was constructed in the high desert of Colorado, making it necessary to deal with a variety of Force Majeure events, continuously stopping erection of the trackers due to high winds or extreme temperatures.
Holly has a Bachelor of Science degree in Environmental Engineering from The Pennsylvania State University and is ASHE certified. Recognized and respected by her peers and colleagues for her calm demeanor and steady disposition Holly also serves as a mentor in developing Athena’s junior construction professionals.
Holly enjoys cooking, sports, camping, boating and spending time with family and friends.
Carl Armstrong is a Project Manager for Athena Construction Group. He is a graduate of Georgia Tech having earned a Bachelor of Science in Building Construction with a minor in Spanish. Post graduation Carl worked for a prominent interior finish contractor and developed expertise in estimating, document control, and project management. Carl currently leads Athena’s work for the Defense Intelligence Agency at the Intelligence Community Campus in Bethesda, MD.
Carl resides in Washington, DC and is an enthusiastic participant in the cultural and entertainment offerings of the Nation’s capital. He spends his free time playing rugby and attending live music performances.
Hesham graduated from Virginia Tech in 2011 with a Bachelor of Science in Civil and Environmental Engineering. He joined Athena Construction Group as a Project Engineer and is managing numerous trades at the P-263 T&E BAMS Hangar Facility on the Naval Air Station in Patuxent River, MD. for Hensel Phelps. Hesham is EIT certified and is enrolled in a construction leadership training program conducted by the Association of Builders and Contractors. Hesham is fluent in Arabic and speaks intermediate level French. A world traveler, Hesham is culturally inquisitive and enjoys visiting museums and attending diverse art events. He enjoys reading and playing soccer, tennis and golf.
Teni Ladipo has been an Athena team member since 2009 when she came to work for Athena as a summer intern. Ever since, she has been returning back to Athena during her winter and summer breaks from university to work as a Project Engineer. From 2007 to 2010, Teni attended Virginia Tech and received a Bachelor of Science degree in Housing. She currently attends Virginia Tech pursuing a Master of Science degree in Building Construction with a research focuses on energy efficiency, energy auditing, and high performance building.
Teni’s experience in construction management includes an internship with MBP located in Fairfax Virginia; an Assistant Project Manager for Flooring Solutions Inc. located in Sterling Virginia; as a Field Intern/Project Engineer with Barton Malow in Blacksburg Virginia where she was specifically assigned to the Virginia Tech Ambler Johnston Residential College renovations; and most recently, as a Teaching and Research Assistant for the Virginia Tech Building Construction Department while pursuing her degree.
Teni’s extracurricular activities and hobbies including being a national member of Construction Management Association of America (CMAA), and in Spring of 2012, she was awarded a CMAA National Chapter Scholarship. She also enjoys playing soccer which she participates in regularly, and also has a great interest in creating art and watching a wide array of films.
Carl Armstrong delivered 163 pounds of food collected by Athena Construction Group for ACTS – a local charity that helps families in domestic crisis situations.

Athena Construction Group has experience as a prime contractor with the US Geological Survey, US Army Corps of Engineers, Defense Intelligence Agency, National Museum of the Marine Corps and the Department of Veteran Affairs Cemetery Administration. Door Frames & Hardware
What does a GC do when the large business that was under contract to provide and install over a 1,000 doors, frames and hardware goes bankrupt and walks of off your job? What most people would do — call in the Marines, or in this case, Athena Construction Group. Athena took a job in severe financial, logistical and supply distress and not only turned the job around but finished the job ahead of schedule and in a financially responsible fashion.
So yes, we are experienced DFH suppliers and installers. From fast paced, high operational tempo hospital jobs, to federal building with courtrooms and security restrictions in occupied spaces — been there and done that.

Our facilities management division has performed services for EMCOR and EML/BMAR and high end property management firms such as Akridge. We excel at “quick strike” building renovations, maintenance and upgrades. Oftentimes our work is performed on very short notice, under logistically difficult or politically sensitive circumstances. We get in and we get out. We reduce headaches and risk exposure for everyone while maintaining a clean work environment and providing a quality finished product.
As part of our scope we provide certain low voltage services.
